     I don't play the lottery, either. It's a form of gambling and it's not right, in my opinion. BUT, like RSD said, if anyone ever gave me that much money, I would first and foremost make very generous donations to various humanitarian organizations accross the world; I would help my family and friends with whatever they wish, build schools and treatment places for people suffering with mental illnesses and drug abuse in Iran and other countries...  

   I would maybe once go on a shopping spree and get it out of my system
   
   Oh and I would provide money to women in 3rd world countries to start their own business of some sort, help them to become educated and independent and teach them to help others…

   Claim my prize... duh. Then cash the huge billboard size check. Then wait for it to clear. Then contact the bank because their online banking doesn't support such huge amounts, and some zeros are missing. Then hire someone to manage the donation of 900 of those millions. Try to figure out what to do with the remaining 100 million. This question is MONEY!

   Yes playing the lottery isn't something we should do.  If however someone just gave me the money I'd have to thank Allah first for that person's generosity; then pay off my debt first and make sure my children's educations are paid for in full.  Then I'd focus on continuing my own education (law school here I come!).  But before going to law school first I'd make hajj and take along a person or two who wants to go but it is an impossible dream for them.
   
   After that I'd look into worthwhile causes or sound investments that will yield more money to help more people.

   First thing I would do is buy my Mom a house and a car. She has been there for me since my divorce and help me raise my children.
